This set of non-statutory guidelines was developed jointly by copyright owners from the publishing industry, local newspapers, and copyright users from the educational sector to facilitate teachers in making multiple copies of a work for instructional purposes. The HUCOM Task Force on Reprographic Rights Licensing is one of the organizations which endorsed the Guidelines.
